Left-hand drive vehicles:
The 2 fuseboxes are located in the lower dashboard (left-hand side).

The location of the fuses in the passenger compartment (LHD): Citroen C4 (2011-2017)

Unclip the cover by pulling at the top right, then left; disengage the cover completely and turn it over.

Right-hand drive vehicles:
The 2 fuseboxes are placed in the lower dashboard, in the glove box.

The location of the fuses in the passenger compartment (RHD): Citroen C4 (2011-2017)

Open the glovebox lid, unclip the carrier fitted to the fuse box cover by pulling on the right, open the fuse box cover by pulling at top right, then left, fold down the fuse box cover completely.
